What is a Council of Governments (COG)

Council of Governments (COGs) started back in the 1960s under President Johnson’s Administration as part of his “Great Society” plan. While expanding the middle class and the quality of life in communities across America, President Johnson realized cities lacked funding for adequate infrastructure that often crossed boundaries. Grant programs were established that allowed regional planning and development. COGs have become the conduit in making this a reality. 

Over the years, COGs have become a driving force for social issues such as the Homelessness, Workforce Development, Senior Services, Land Development, Health Care, Environmental Practices, and Affordable Housing.                      

Today there are over 600 COGs across the United States; the majority cover regional areas.  Few represent just a county-wide area like VCOG, Inc.  Some regions choose to separate their focus into multiple organizations as did Volusia, with the MPO and the Water Authority, allowing VCOG to explore all other areas of concern.
